In some wallets you can set the amount of fee to your liking, for example multibit wallets have a slider.
But why would you send without fee? Such low priority transaction would be neglected by miners resulting in
your BTC not being send or hang on network for days. What if some error happens during that time? You may risk your funds just for being cheep.

Already check blockchain.info when set 0 fee i cant sent it and it say fee too low
and thats tutorial is about how to send not how to send with 0 fee

Here is a tutorial on how to do it(you need to have the bitcoin core installed on your computer):

3. Use signrawtransaction [the output of createrawtransaction] to sign your generated transaction Note: Your wallet must be unlocked to perform this command. If not type walletpassphrase [your passphrase] 21600
4. Use submitrawtransaction [the output of signrawtransaction] to send your signed transaction to the network to be included into a block
You can see your transaction by going to http://blockchain.info/tx/[txid output from submitrawtrasaction]"

Well I cant find any tutorial to send the 0 fee bitcoin in the link you provided. It only teaches how to send bitcoin

In the miner fee, just enter 0. Smiley

In the updated web wallet of blockchain, 0 fee doesn't work. So, Blockchain won't let you make a 0 fee transaction anymore

Nope. They are still alive if we know the way to do it
I think I know a way(never tried) but won't ever tell anyone because I know someday it will be used to scam which I really hate

If you use XAPO wallet, then there will be no need to pay any fee for sending bitcoins. Xapo take care of your transaction fees. Xapo has the practice of phased transaction (your sending tx, will be processed along with other people's) processing so it is possible for them to provide the feature of fee free transaction.

XAPO is trusted similar to blockchain.info and coinbase. So, you need not to worry about their reputations. But unlike blockchian.info, with Xapo you will not be able to access to your private keys.

It is actually fairly difficult to send a transaction with 0 fee now because a lot of wallets protect against it.

The only way I can think of right now is to create the transaction manually in Bitcoin Core with the createrawtransaction RPC command. However this method is complicated as it is essentially building the transaction by hand.

To do this, open up Bitcoin Core and go to Help > Debug Window > Console. In the textbox at the bottom, type the following:

createrawtransaction '[{"txid":"<id>","vout":<n>}]' '{"<address>":<amount>}'
<id> is the transaction id of the output you would like to spend. <n> is the output index of the output you would like to spend. <address> is the address you want to send to and <amount> is the amount you want to send to that address.

To have more inputs, put a comma (,) next to the right curly brace for the txid and vout. Then copy the {"txid":"<id>","vout":<n>} and change the <id> and <n> to match the output you want to spend from.

To add more outputs, put a comma (,) next to the <amount> and copy the entire "<address>":<amount> and set the address you want to send Bitcoin to and the amount you want to send.

To send with 0 fee, you must make sure that the total of the outputs you spend from matches the total of the amounts you spend to. If you do not, the difference becomes the transaction fee; this method does not automatically create change addresses.

Once the transaction is created, you will get an output of a hex string. Sign the transaction with
Code:
signrawtransaction <hex>
where <hex> is the hex string. This only works if you have the private keys to the address you are spending from in Bitcoin Core. You will get another hex string as output.

Broadcast the transaction by doing

sendrawtransaction <hex>
where <hex> is the hex string.

Then you are done.

zero fee is literally not dead,just need to go to the older blockchain wallet version and you'll find it out through custom transaction and set the fee to 0
the newest version protect against it because it have big possibilities to be rejected by the network

Paying from coinbase address to coinbase address is free and also sending bitcoin from bitgo account to exchanger or stores where bitgo instant is accepted all transactions are free. But sending bitcoin from one normal address to another will not be confirmed for years if you don't pay fee.
