I can't answer your question, however I am sure what you want to do is possible. This is what I do know.
The line you have show initiates the running of the file cgminer-monitor every 3 minutes. This monitor checks the Miner is hashing and if not restarts cgminer.
You can add other files to be run in this monitor window and could definitely set up your times. You would then need to have a file that sets the miner frequency. This PDF describes the Linux Command line and the format you would need to set your timing.
