i heard cicada3301 is where smartest people in one community,include artist,prgrammer,math expert,etc.
and they give a test for who can resolved their puzzle who was shared on internet,they recruit new member every year. Thats true?

Probably just some western intelligence agency recruiting people: https://en.wikipedia.org/wiki/Cicada_3301 But it is mostly about cryptography. Though clues to solve the puzzles can appear in lots of different places. Music, books, pictures, etc.
