I didnt see any max post count in the OP? So Should i consider no max post count? and make unlimited post?

There is no max count and only minimal is listed, therefore you can make unlimited post but the payment will be the same. Unable to achieve the minimal posts will result in not getting paid at all.

Weekly Payments to Hero/ leagendary Member is just 1800 WMC, Or One its a one post price?

It clearly states that 1800 WMC for weekly payments and not per post, in order to claim that 1800 WMC weekly payments you need to achieve the requirements stated above on the OP.

Have you read properly the OP? You can try to apply by registering on the provided spreadsheet, and you have not tried doing that yet, you can apply on tuesday.
