I could try and pick apart the  specification but it would be time consuming. Is it possible for the address to be shortened under 111?

I'm working under the assumption they are always length 111. Is this a safe assumption?

Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

They are always 78 bytes, but that does not translate to a guaranteed fixed size when in base58 encoding. I believe it is possible for an xpub to be shorter than 111 characters but it will not be longer than 112 .

Since the prefix is fixed and non-zero, they are always the same length.
