Seems like the edge should be pretty low, though I'm sure one of the math guys can give you more exact numbers.

You could also throw in things like five-card (or six-card) charlies though I'd be careful not to move the edge far enough to offer a losing bet for yourself.

You should allow double after split.

That's pretty useful if you're a player and just want a half-decent basic strategy.  But it doesn't really give you the precise EV of each play or the more exotic rules, so it isn't really that useful to someone who wants to set up a blackjack site.  Stanford Wong's Professional Blackjack and similar analytical material is probably more useful to someone in that category.

8 decks
Dealer stands on soft 17
Dealer always peeks for blackjack
Double on hard 8 to 11 only
Double after split allowed
Shuffle after every hand
Aces may not be split. All other matching ranks may be split only once.
Suited blackjack pays 2 to 1
A 5-card 21 automatically wins and pays 2 to 1

This is Betfairs 0EV blackjack game. You could run this then operate a coin mixer on the other end.

I'm surprised those rules are 0 EV.  The limits on doubling (no soft totals) and not allowing split aces or resplits would seem to make the game in the house's favour.  bitZino.com's blackjack has none of these negative rules yet claims to have a -ve EV.  Their dealer hits soft 17 though.  Does that make all the difference?  Perhaps the 5-card 21 rule is significant too.

http://wizardofodds.com/games/blackjack/calculator/ is of some use, but doesn't have options for 'only double 8-11', 'no split aces' or '5-card-21'.
