i think the cheapest option is to download it on vps, make a torrent file (you can hire someone to do this). And then you can download it comfortably over torrent even on your slow connection without the risk of getting corrupted files.

In Algeria we have one ISP which is the one from the government, we pay 20$ to have a 2mbps internet ( dl speed = 200-250kb/s ) the best subscription plane they have is 8mbps which cost 70$/month ...
All Cyber Cafe here have 1mbps connection, about the file that i want to download it's a free-to-play game ...

Why don't you just pay that money to the cyber cafe owner and tell him to download that file for you. All they have to do is keep one computer on.
Price of a USB driver and shiiping fees would cost you a way lot more than my recommend way. It will take only 18 hours to download a 12 GB file with a 200kbps speed
I usually do this when I have to download such big files because my internet connection is bandwidth based

$20 for 2mb is ok you can download 12Gb in a few days like 3 or so. Internet here is expensive but i can download that file over night. Just buy a subscription to your isp what will you do when you need to update this game ? Btw what game is it ?

In VPS bro you can download the file fast as you can but it depends on VPS service if is expensive or not,
in azure you can download the file 200-500+mb speed I think this is the best option if you want to do.

if you have only 1 mb from your internet provider , how can you receive 500+ mb from vps ? lol
