false, this is not build to prevent that bountys get sold.

this is designed / added on the rules to prevent possible Earnings from PoS / DpoS  during the ico
Phase which got sold.

in the past there exist a Coin with DpoS  " ICO listing "... the reward was something around 1000-10000 Coins
per Stake ...  some People whitedraw small ammounts to her wallets " lets say 1 -10 Coins "
and generate DpoS/PoS Rewards......

thats why you cant receive or send coins.

I don't know if anyone are aware on Ubiquoin trading on megacrypton it's almost zero there wasn't even a 1 sat buy wall,but I hope when the Ico is over,things will be different and the ico volume is indeed real and they are here  with serious roadmap..

With the sales coming from Yobit he can do that if he wants to I have not voted yet,I my sell wall needs to completed first but I will deposit once I saw some good projects on Ubiq,getting projects are easy with the sold out ICO..
