You would be incorrect. You only gain potential activity if you made at least 1 post on the accountduring an activity period. If youre inactive for a month or longer you gain nothing

Pretty much this. Put in simpler terms -

Every fortnight that you post at least once, you claim 14 "potential activity". If you have more posts than activity, then 14 (or up to an amount that adds up to your activity) will be added to your activity each week.
