I'm pretty sure it's allowed but is frowned upon. especially when the one who's asking for trust was not actually trusted with anything. I don't think he'll get a negative for that, if that's what you're asking (might be wrong). it looks like that user already got a neutral for that in the past, anyway.

I dont think there is a problem, because you both people made a deal, no matter when, actually its also a plus points that you people made that deal a long time ago and still he is neutral and want to provide his service. He asked you and its up to you gave him a trust or leave him. If he will ask for a trust without having any deal with you, than i think its not allowed. Because trust is not for sale, you have to get it through your own efforts/ deals

To be fair, he's not asking for positive trust.  Maybe he'd just like a record (neutral trust) of who he traded with .
