Well, depends on the definition of gambling I guess. As soon as there is money on the line, I would say it is a definate no go. If not, it is a grey area.

I played a lot of black jack for fun when I was little. We even had a toy roulette table with play chips. We played cards all day, sometimes even with pennies.

I think it is human nature to have some sort of incentive to play. But when kids are involved, as soon as they risk to lose their sparse cash, I would say it is a no go.

Yes, in the age of unable to decide which is right or wrong, no one should be allowed to gamble regardless of their age. I mean to say even adults who are not having much exposure about financial management should not be allowed to gamble.
