It's not innacurate. They could also have described US dollars the same way, but everyone knows what a USD is. It's a GLOSSARY, it's meant to explain to the reader of the document the meaning of words the reader may not recognise, in the context of the document itself. This isn't how the US Government describes Bitcoin, this is how Bitcoin applies in the narrow context of one report on child pornography.

I haven't read the document - but of course - if you want to stop something, and you can't put it on terrorism, then put it on child porn. It's starting to become completely ridiculous and so easy to easy to predict.

I guess child porn or abuse of children did not exist pre-internet, or pre-air-travel or pre-boat or pre-railway travel. Not that it's good in any way whatsoever, but don't blame the technology....

Edit: Well, this was just to explain terminology in regards to child abuse cases, it wasn't an attack on bitcoin as far as I could see.
