I've seen a few websites: collect a bitcoin address > you complete menial task > btc paid to said address. example are the captcha entry and video for bitcoin websites. How do they do this? Is there some plug-in or code available to implement this?

They use https://en.bitcoin.it/wiki/Original_Bitcoin_client/API_Calls_list with there bitcoind

No. Others do the same. In fact I was going to say most of faucet/tasks sites already do it, but then I realised I don't even know most of those sites, just some, so, to be factually correct, I said some instead of most.
