You get it wrong, he is offering his service of reviewing, not looking for some service for reviewing.

Maybe he is talking it in different manner i.e he think that it is costly service and used pun.

Anyway, just a little bit off topic, I am quite surprised you are a legendary member and still thinks in $ instead of BTC. 

I have pretty tight grasp of bitcoin value, and it is not a problem for me but it is easier for general crowd if you post both BTC price and USD.
I've seen work offers for 1000 satoshi or similar amount, which were really popular for a reason that newbies didn't know exactly know how much this amount exactly is.
