A lot of discussion regarding the deep web revolves around privacy and security. Accessing these underground marketplaces requires specific anonymity software. Most people flock to Tor not [just] to access the deep web, but also to preserve their privacy. Governments and companies collect all types of metadata from Internet users, and many people feel that situation needs to come to an end.

Thats all well and good for exchanges but what they can never stop is p2p transactions, it would be like the government trying to tax you everytime you gave a friend  $10 in cash, won't work.

If they could match address with person, then it's no longer like cash. If they forced every exchange (and BTC accepting businesses) to comply with KYC policies and criminalise any p2p BTC/fiat exchanges, then any 2 people could still send btc to each other, but the moment you try to cash out or buy something officially, you'd have to be prepare to explain where did you get that bitcoins from.

That is if the government could link addresses to a certain individual, i can create endless amount of addresses to keep funds on paper wallets.
They could try get you when cashing out but hopefully you won't need to ever cash out, i can pay all my bills via bitcoin and the more accepted it becomes the less likely people will have to "cash out"
