That algorithm is incorrect.(KnightDk should probably take that function off the site).Your account price is no where close to that.The collateral should you be providing must be 120% of the requested amount.

Just FYI, He's a jr. member so he can't provide an address staked that old. A jr. member account only spent a month or two here inthe forum.

I don't think so, OP should have posted his address 2 days after (April 21, 2016) he registered in this forum (April 19, 2016) to make the address 3 months old. Also, even if he's able to do that, his account is not worth 0.013 BTC. This "loan" request is just OP's way to sell his account as seen in here: https://bitcointalk.org/index.php?topic=1558715.msg15646497#msg15646497

Look those is just an estimation it doesnt show the real value of the account, your account its a potencial member, and with  poor quality posts make it worth something around 0,003btc as colateral, if you improve your posts you could get better ammount being member. Those 0,013btc is the ammount im lending to some full member accounts, soo kindly review your request or improve your quality.

Actually what the problem is that no one is getting 100% of the amount written there.
You will get around 20-40% of the amount written there.
So please do a bit more research and give a valid collateral.

The estimate shown on that site was valid when the bitcoin price was much lower than what it is now.

Also Bitcointalk accounts are not considered a good collateral unless it has a high ranking.
