I'd advice you to go to localbitcoins.com and search for people who are selling paytm for btc. Find a trusted guy and contact him offsite on phone. You'll get a good deal.

I would suggest localbitcoins as well . There was a thread here recently, about paytm being used by hackers and all, wherein your account might get frozen by accepting money from these wallets. beingmrmerchant  is a trader who occasionally sells paytm funds on lbtc. Some others too, but they offer a very bad price for it.

The rates he has right now, are actually very low. Its around 38K, while the average for normal transactions or bank transfers is around 43K. So definitely better for anyone to first convert to cash, and then refill their paytm wallet.
