So how does actually activity works? I heard account can get 14 activity/2 weeks, but when does it reset?

It does not reset. It would be accumulated every time you post in that 2 week span. Example is when you make 2 posts in 2 weeks, your activity will be updated by fourteen. Post every two week then this strategy is also called farming.

Best advice is just keep posting qualified posts. Your activity can be updated in just some minutes if you havent gotten you maximum activity in that week span.
