Hahaha, he stopped responding? One thing I know is that paypal won't even help you with an unauthorized transfer since you used the same IP you always use, but try to get a refund as soon as possible.

So that $39 was not on your paypal balance? It was on a prepaid credit card 
That is not good for buying btc via paypal bud. If I knew that then I would not have offered to do that for you.
I only would do deals with a paypal balance not using credit cards.
