Mt. Gox is taking way too long and I'm looking to get into this downswing.  Is there an exchange I can buy bitcoins on securely today at a fair price?

You should specify if your funding in USD? EUR? Etc.?

MtGox def. has best liquidity (read: biggest volumes) but there are other exchanges out there with less liquidity that would let you fund without verification. It's just harder to fund your account depending on the source of funds.
