1. Well since you have CPU and CPU cooler listed separate i guess they don't come together... You can maybe try to find some used celeron that will sell with a cooler. And
2. for MB if you plan to have max 4 cards it should be fine but if you plan to expand later better go with board with 6 connectors. And

That is right. Just use the PSU with single rail if possible. If you do not use high power GPU, you can use multi rail.
