1. Well since you have CPU and CPU cooler listed separate i guess they don't come together... You can maybe try to find some used celeron that will sell with a cooler. And 2. for MB if you plan to have max 4 cards it should be fine but if you plan to expand later better go with board with 6 connectors. And 3. PSU with aliexpress..... hmmm well idk i would't trust them with something like that.

That is right. Just use the PSU with single rail if possible. If you do not use high power GPU, you can use multi rail.
