Personally I am thinking that having 1% of the total supply as bounty is a bit too much.

really? WAVES TEAM did not pay all the bounties! do you think WAVES paid all facebook and twitter bounties to everyone? Are you crazy or what? they have paid translating bounties 1/5 to everyone , i know hundread people still looking for waves bounties! On my facebook account i got more than 20 friends did like waves page and never ask any bounties! Waves team have been played very smart about bounties and got almost bounties back to team! Waves did scam lot people!WOKE UP MAN

and why not to use BitShares as an protocol to build on top? It already includes some insurance functional like SmartAssets.

BitShares is a good product, but we need:
1) SmartContracts to realize insurance policies
2) Specialised tokens to realise insurance bonds
3) DAO like management abilities

As i know, BitShares have only second point of this.
