There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

since there are many platfrom that offers the best bitcoin and other digital currency bit are seems to slow to proceed .
i like your plan but due to use of paypal ( reverse of money transaction ) may be a disappointing option .
overall i like your plan for instant buy sell .

What people seem to think is that, if you raise your fee (just like you're asking for a crazy 25%), then it will protect you from all chargebacks.

A good customer will never agree to your fee. There are safer options for a 25% fee. A scammer won't give a shit about fees though. He'd probably agree to trade for a 50% fee for all he cares. If you want legitimate customers, you need to have a rational fee to be able to make up for that one customer that might be a fraud, like some sort of risk insurance.

Good luck anyways, I'll agree to 19%, otherwise I'm afraid I can't.

If a chargeback is done and if there is no funds in the account they will debit the account and it will be a negative balance. And if you have put a bank account or credit card on the account they will take the funds from there to put on your balance so it is not in arrears.
If it is an account with a fake name and information (no attached funding source) then they will close your account. They trace you by various methods and if you think you are smart they have "a team" of people who have degrees in cyber security that I think you do not have to find you where you sleep.
Using that information they will not allow you to open another account and will block you from there service. Just go to paypalsucks site and you will see the stories on there if you think you can defraud them.

To anyone accepting paypal as a form of payment:
It will be very very hard to find someone who can deal with you using paypal.
There is too much risk involved and even 25% is not worth the headaches.
In 6 months you will feel the pressure building up if even one person wants their money back.  Embarrassed

Escrow and "gifting" will not stop a chargeback. How many times must this be stated?

If he has a business account, he can withdraw upto $400 from a ATM or $4000 via Debit Card Purchase. There are ATM's I know of that you can use them for a debit transaction up to $5000 and receive cash like you would any normal ATM withdrawl. He probably needs the funds immediately, and does not care if there is a chargeback in the future.
