I believe he is talking about bitcointalk.org. bitcoin talk introduced some new rules for creating free accounts. now account spammers can't create lots of accounts for free. they need to pay some fee for create more accounts.
I don't know full details of it. but yes, this is right.

I don't think he is talking about bitcointalk.Bitcointalk won't throw an error like that I believe ,the new policy explicitly states this

By keeping a record of their IP addresses ? There is no rule which specifically mentions one account per ip but since people are miss-using it,the rule is finally implemented for the IP's those have been detected as evil before.

I know they've always asked for money if your ip was blacklisted which is why a lot of tor users have had problem with accounts. I didn't realise they were doing something new about spam accounts.
