Please can someone explain to me in lay-terms the cheapest way to go about setting up a 1 g/hs ETH mining rig. I have access to free electricity.

1TH/s? wooah. I'm pretty sure you mean 1GH/s, which is still a whole lot of power.

hmm a bit off unless hes buying 30 mhs cards but best bet is rx480 which is 41 cards (1000/24mhs) = 7 ish MOBOs

I would build 11 rigs with four cards each.
I would use the biostar z170 mobo.
I like this build as it seems to be very stable. No risers.
This build is about 1500 so 11 x 1500 = 16500 to be at 1050 mh.
Or you could get 35 r9 390's for six card riser builds .
You would be at 11000 a plus for this is the r9 390 is easy to find.
The rx 470 or 480 is hard to find.
You said you have free power so the r9 390 may be what you should do

They're legitimate 30MH cards if you push them at CURRENT DAG file size and mod them with TheStilt bios. Definitely lower cost than going with RX480 or RX470 cards as you need fewer cards and the cost per card is pretty much the same - but probably less efficient due to higher power usage.
