Is RISE a scam like ORACLE?

First of it all: I heard of Rise but was never interested in, so i don´t know what´s going on with this coin. But when a scammer and his sockpuppet like a coin i would be wary of it:

He said his account is from 2010 (that´s right - muahahaha) - but look at his post history!!!!!!!!!!!!!!!!!!!!!!!!

Again: I don´t know much about Rise and don´t wanna discredit them! But with ORACLE i´m 99.99% sure (and fflaguna is an asshole deluxe)
