I have about $280 in my PayPal. It's not limited, I just need someone who could withdraw the money for me and send me about 65% in Bitcoin.

Bitcoin addresses contain a checksum, so it is very unlikely that mistyping an address will cause you to lose money.

Is this your own account if yes then why are you not withdrawing this by yourself because if some one try to withdraw this then you can charge-back and its big lost for this person I would happily do so if I had a bank account to use. And you can't charge back a PayPal bank withdraw..

So what you are really saying is that you want to buy BitCoins with your PayPal funds and you are offering a 53.8% mark-up ( 100/65 = 1.5384 )

Exchange it to bitcoin using localbitcoins.com but you need to present your id or passport to prove you are legit.

You absolutely can. That's how charge backs work. If someone links THEIR bank account with YOUR paypal, then when YOU get charged back from whatever shadiness you did to acquire the funds, they get taken from THEIR bank account.
