Yes, mods can see deleted posts. I remember reading something about it (will find a reference later), but it makes sense that they can. I'm not sure whether it's against the rules, but I don't see why it is bad. I've done it a few times when I posted, saw that someone else posted something, and deleted my post to repost + quote the other post. Have an example of why it would be bad?
That's why I'm asking. It sure is annoying, having to open an "unread" thread only to find someone just reposted their earlier post. Not sure if it's against the rules though.
Your example is a bit different I guess. I'm talking about repeating the post verbatim with the sole purpose of bumping the thread and making sure whatever User A is promoting stays at the top. Not to reply to newer posts in the thread.
If they're doing that in a way that is substantially annoying, or in order to bypass rules such as the bump limit, then it's not allowed.
Regular mods can't see posts deleted by users. Only admins can.
It's not in marketplace and it's not the OP doing this so the bump limit doesn't apply I guess. It is annoying though.
