You might be mistaken for when you turned Hero Member (Could of just Happened) as I checked, checked again & checked for a third time before moving onto the next valid participant.

I took everyone's increase in Member Rank into account so those who didn't qualify at the time for a certain Tier but PM'd me anyway got lucky since I am a generous fellow.

Member rank doesn't make any difference with the amount of coins you receive if you qualified for that Tier, in layman's terms every Tier was from a specified rank and up.
