You are not allowed to share ref links directly, there are rules against referal spam.
However if u create a site with all those ref links on it, that would be allowed and achieve your goal.

Currently,as long as i know,there are no site who permission promote any ref link.All most site or fomum, there are a sticked rule like this forum.

Why don't try to promoting from your social network? Example from facebook, gmail, twitter? you need to find a site which has a lot of people on there.

there was another forum i think it was called "cryptocointalk" which had a specific board for advertising your referral links.
also in your signature in this forum or any other forum you can put your referral link and try to gather some that way.
some PTC sites, traffic exchanges, and in general sites like these are good options to do it too.

but none of these are that useful so don't get your hopes up.

You can promote your links on diffent forums and on social media sites,but dont promote here. In fb some sites are being blocked and facebook will not you to post that link so better to use shorteners.

links in facebook are getting blocked if you use free domain AFAIK but if he uses standard domain it won't be blocked and using link shorteners doesn't help that much, if the hidden link is blocked, the shortened link will be blocked too

I am fairly sure that you can have links with your referrals in your signature. And that is the only way you can share referrals on bitcointalk.
Other than that I don't think that referrals are good way of earning money, it is more than anything 'hit or miss' strategy - more of a 'miss' actually IMO.

You can promote oustide this forum, let say if you own blog or other local forum.

Just make sure that your site did not promote any scam ( like ponzi ) , contain any viruses , or other things that against forum rule

To make advertisement or promotions Bitcointalk have already give facility to every user as per their level of membership. As level get upgrade limitation will be removed. I am talking about Signature tool offered by Bitcointalk.

The only place to educate in cryptocurrency. But user must have to take care while posting as per term and rules.

Important thing is user cannot promote any referral link in forum within post, but can put on sig.

Well, it's not allowed to promote ref links on bitcointalk, but you can do it in other forums. You also can create faucet list on weebly, wix, blogspot or similar sites - it's free and you don't need to have coding skills. Then you can try promote such site on bitcointalk Micro earnings board. What about promoting link through ad networks - it's not worth, because you want to advertise faucet links and it means that you will spend more than you earn, because faucet earnings are very low.

They are are not allowed as many of those link posted would show up as suspicous links and eventually be deleted by a moderator on this forum.
Best to change it to a short url and say in your post what exactly it is about and give details on how you would profit from anyone who is going to sign up under you.
Many will not click on it in fear of it being a misdirect into putting a virus on your computer.
So be warned about doing this.

There are plenty of places you can promote your referral links but NOT openly and NOT freely. You must be ready to share your referral benefits with your down-lines.

I like to suggest the following way.
1. Decide how much you can pay as a momentary benefits for anyone who join under you. For each site.
2. In service section of this forum you can ask people to join the site.
    a. More importantly do not share your referral link in the post. It must be given only in PM.
    b. Clearly state how much a user can get from the site and how much he can earn from you and how frequently.
3. Pay your referrals as promised or you will be negged.
