Is this your first time in the Currency exchange field? People pay 10%-30% for exchanges, what is the difference and problem there?

It depends on how the funds were obtained and whether your able to withdraw the funds where you stay, people usually exchange e-currency at a loss online because of numerous reasons, where I stay there was a time when BTC withdrawal wasn't an option till this year. and users like Sardasa, Zazarb, Quicksilver always buy BTC from users below the market price, it's all about the demand and what it's actually worth to you.

Exactly. There would be so many more people buying below market then selling below market rates, that it would make it unprofitable for this guy to do this. I don't buy this. Edit: in fact it would be stupid to sell any coins to this guy. All you would have to do is buy up all of his coins and sell them on Circle. Then you wouldn't have to worry about getting below-market rates for your own coins.

Because he want cash I suppose, and he don't want to bother with all the regulation under an exchange. I'm not a law expert, but this (if legit) sounds as money laundry....
