Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

You've posted in the digital goods section. This should be moved to the goods section for more people to see.
On a side note, the surge retails for more than 6 times the price you're willing to pay. The only Fitbit surge you'll get for that price (if any) is one that has been carded or obtained through SE that could land you in trouble or outbid pocket.
You're better off just buying a used one on eBay.

On the bottom left of this page above the footer you will see to buttons (move topic and lock topic).
