I don't use skrill and my neteller doesn't send funds to skrill, just let me know when your good for neteller.

This is not 5%, but only ~3.4%,  you decide to change  rate or just make mistake in calculation?
and I prefer see btc units not usd(It causes confusion, since btc rate is different in different exchanger)
