It works fine, but it is pretty slow. That might have something to do with it.

I keep getting a 503 error from UK but can access fine through a Vpn or from my mobile. ISP
 blocking?

Bitstamp is not offline. It's Cloudflare that has problems and makes the site unavailable in some regions. And this is first hand knowledge.
