There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

It looks like this is not a loan request, but he/she wants to sell this account. So lenders need to estimate the worth of this account and offers him less price than market price otherwise you may be in trouble. Nowadays it is not so easy to sell these member and full member accounts because demand has gone down.

next time you must make sure if you're have collateral which has 120% more than your loan amount. Your member account just worth around 0.005 btc, it's less than a half from your loan.
