Please also open a complaint at the link in my post above.

Unless multiple folks are complaining he is such low priority that I doubt they will ever get around to doing anything.

I have yet to get a satisfactory response, but they claim that the investigation is "open"

I can't add this latest information to my case except as hearsay, it means nothing in that context. If you report it yourself it can be taken as evidence and used against him, so please take action to defend yourself and others!

Dear Everyone,
I think this is my first post and it is a bad one. I was scammed for $1363 through paypal. It is in the resolution center. I bought 3 bitcoins and paid scott harding through paypal and did not receive the coins. I emailed his webhost and they graciously took down the website. It is suspended. I hope that provided more evidence to paypal to get my money back. I also filed a police report in the UK. I am from the United States.

Man in the middle attack.  He took orders from Legit buyers.  Came to me for coin.  Gave me his bitcoin address.  Legit buyers sent me funds.  I sent him coin.

There was another thread here with all his info that I posted in the OP.  The previous post had a business card for his lawn service and some random facebook photos.   I can't seem to find that post anymore.  OP may have deleted it.  Maybe Theymos can looks it up.

I mean when you charge back, you just get your money back after a certain amount of time, right?

Man in the middle attack.

He finds some one with payapl who want Bitcoin.

Then goes on IRC and finds another person with bitcoin who takes paypal.

He negotiates the deal then get a btc address from the buyer.

Then He gets a paypal address from the seller.

Then he sends the buyer the seller's paypal address.

Then he sends the seller HIS bitcoin address.

Seller sends bitcoin to Bitscotty.
Buyer sends Paypal to seller.
When buyer does not receive btc he charges back.

Buyer gets his money back.

Seller is out of bitcoin.

And bitscotty drifts off into the night to come back under a different nick.

Always communicate via the paypal address to confirm a paypal trade.  

You'll be surprised of the response you'll get - "Who are you!?"

Rarely has the attacker compromised both the email account and the paypal account.

I have also been fooled to pay this person with Skrill for 1BTC. I have reported to Swedish police and with http://www.actionfraud.police.uk/. Also I have reported this scam to Skrill. This person can still be contacted with Skype name skizza10. He sent me screenshot claiming he had already transferred the bitcoin to me... The picture actually helped me to locate the real transaction he made that was not to my address of course...

it was scott something if i recall ?? anyon remember the surname.. surname here sounds familiar..

But his old account is also still active: skizza10

Scott's changed his tactics.
He now frequents #localbitcoins-chat as he's constantly banned from -otc, -otc-uk, -otc-eu. The LocalBitcoins people have given Anduck and I ops in that room as well, so we can ban him there.

I am aware that there is apparently a warrant out for his arrest as well, so the more people that file complaints with Action Fraud UK, the faster we see him off the streets.

He is also using Skype to fool people into buying bitcoins from him.
With the skype accounts scotty15y_1 and skizza10 he tries to fool people into paying him money with PayPal or other ways...

sigh he got me, i pulled out of one of the things i bought for him on ebay, but he still got me for 13GBP almost enough for me to travel to his house and break his door in, he kept saying the transfer takes 24 hrs, and blah blah this

I sell small amounts of BTC for PayPal msg me for details and spot rate
