[WTB] Cape Verdean Cell Phone

I'm interested in getting a cell phone with an African prefix...preferably +238 for Cape Verde but will consider other countries. I'd prefer a prepaid SIM but will consider providers that let you pay online. Entertaining a wide price range...make an offer.
