I would assume OP is not new to bitcoin and a green trusted member may also require to buy btc from someone with green as well.
Paypal funds can easily be moved from accounts or buy something from a store that paypal can't dispute it but OP's paypal account may end up just having a negative balance.

This can be a scam.

Check his account and see that he is provably increasing his post count since he is using a farmed account. Do not pay attention to such people, you'll only make their job easier. Just ignore.
