No only the starting bid is $100, His buy now price is $1000. So its up to him whether to sell for lower than $1000 dollars or not, this is the way bidding works in flippa, so that he can easily calculate the worth of his website price and sell accordingly. Its an advertising site like adsense so adsense will not approve it (I think so)
But i used flippa for getting traffic, I had my website for sale of $20000, which gives me approx 5000 visits per month from flippa
