Note that the announcement says, that they are using "blockchain technology", not the Bitcoin blockchain. It seems to me, that the Dubai officials only want to portray themselves as progressive and modern. But first of all, making a pre-announcement for something to be planned to happen years into the future is not a binding decision. So in reality, exactly nothing might follow the announcement.
What's even more important is the lack of technical understanding that is implied by the announcement: The Dubai government wants to use a private, centrally controlled blockchain, not a decentralized one. But the very reason to use a blockchain at all, is to enable a decentralized currency. For a centralized application, a traditional database is far more efficient.
To sum up, the news release is an example of governmental incompetence combined with narcissistic aspirations to use the most recent buzz words...

i think we we can not separate blockchain and bitcoin, if dubai interesting to adoption bitcoin technology, in future im sure bitcoin have biggest chance to be a legal currency due the blockchain adoption reason in currecny system.
i know it's really bad idea to make decentralization currency get legal certified, but if we see all fact of bitcoin adoption we will trust in future bitcoin can survive.
