I am having some trouble understanding how HKG will be used.

As I understand it, after the hackaton the top project(s) will have an ICO accepting only HKG.

Is this correct in this assumption or am I missing something?

You are correct, after the Hackathon the Camps (teams) will have an option of crowd-funding their prototype. At that point other crypto currencies could be used as well.

So the advantage of buying HKG is that you get voting rights in the project. That could be interesting. 300 projects is a lot to go through though.

Yes that will make it a lot easier but personally I cant help thinking that maybe there is a really cool project getting overlooked somewhere.

While the judges might read through all the projects, a lot of the fans wont.

We are trying to make the distribution as equal as possible, therefore we are setting a 'safety cap' (4M ETH), rather than a cap on participation which would occur by imposing a smaller 'target cap'. We do not wish to self evaluate and our safety cap is not a reflection of <ether.camp>’s estimation of the platforms value.

hi dev do you also created an slack for this project i guess its also make the community more active and updated just looking for a big possiblity because the projects looks promising and for sure it will break everything inside crypto another successful project in the near future, good luck dev make it happen for us.
