I use blockchain wallet and my question is could I sign the message even if at the moment I don't have any funds in my wallet? Could I sign the message somwhere outside the blockchain wallet?

Overall , It's not possible to sign a message unless you own the private keys of the address you want to sign a message from, It doesn't matter If the address contains funds or not.
The new blockchain.info wallet however (as far as I know and according to this https://support.blockchain.com/hc/en-us/sections/202003633-Top-User-Questions ) don't offer signing messages yet , you still can sign messages from address you had in the old wallet though.

Ok, I understand. I have the private key but the probem is that I have the new blockchain wallet and the new address so that is why the signing option isn't possible.

You can import it to other wallet and sign a message using that wallet.

You can import it to the blockchain.info wallet even though you already have it (as blockchain.info only allows signing with imported wallet). But the balance won't stop loading until you delete the imported address so that's probably not a good idea.

You should probably start using a wallet where you're sure the key will be available later on.
Especially for signing messages. For example, someone could ask you to prove that you own the address a few months from now.
If you keep relying on blockchain.info, you might not be able to do so.

They used to have that functionality right after they switched to HD framework. But I wanted to test singing messages from Blockchain.info recently just to notice the option is now gone.
So it is not like they didn't add it - they added it at first - and then removed it for some unknown reason.

I also have blockchain wallet but don't have problems with message signing because I have old imported address. Fot the new ones, from the new version of wallet at the moment signing isn't possible. Maybe that you try some other wallet that enables signing message, even without access to your computer, like mycellium.

Signing messages are basically done to prove or verify the identiry of the owner. So its not that important everytime you conduct any transaction. You can do that whenever it is required .

However to sign message you need to have imported address, the address of your wallet to receive bitcoin can't be used to sign the message.

So, Yes you can sign a message even without funds, but you can't sign a message from the new blockchain.info wallet because they have removed that function(for some unknown reason). They'll probably add that feature again in the future but for now,
if you really need to sign a message,

You can sign a message from that address outside of blockchain..info by importing that address to other wallets like coinbase, mycellium, etc.

Go to settings>>address>>manage addresses>>

and then next to the address which you want to a sign a message from press More options

Then sign message.

Are you sure, your photo is about new version of blockchain.info wallet. I'm sorry I'm not using it.
Because, I also have come across many people are complaining about not having the feature of signing message with new version of blockchain. Maybe they have added it recently.

Yup!The new wallet did a signing feature until the most recent update.If you have been automatically pushed to the newest version you could see the options tab disappeared hence restricting the signing messages functionality.

Go to settings>>address>>manage addresses>>

and then next to the address which you want to a sign a message from press More options

Then sign message.
Next to the address,the "More Options" tab just doesn't exists hence if you are been notified of updating to the latest wallet ,refrain from doing it unless you are not keen on signing messages.

Can you try creating a new wallet account (NOT blockchain.info account) from Settings > Addresses > Create New and see if you can sign from any of the addresses generated? You will not lose your current wallet when you create a new one so no need to worry.
I'm sure your addresses were imported from your OLD wallet and were NOT generated with the new HD feature (that 1Ahmed address in your screenshot looks like it was imported.).

the option to sign a message was introduced just recently
I myself was furious because blockchain.info new wallet didn't allow to do that so I was locked out of a service that required signed message to be able to login
I upgraded to the new version and it took a couple of weeks before sign message functionality was added
it is well hidden too now,but the default rip-off tx fee is visible allright
