3.) Place the extracted files into your OpenVPN config directory:

C:\Program Files\OpenVPN\config

4.) Run OpenVPN - as administrator - and select your transmission method (UDP, TCP, port #, ect.)

VPN can provide security from IP spoofing kind of attacks. But VPN itself not safe as VPN provider may log your activity and will be able to monitor your internet activities but depends on your encryption levels.

Open VPN will be safe but a configuration file may belong to any hacker who may plan up anything.

i don't know what the link OP gave is but OpenVPN is a safe and open source project that all the big VPN providers are using:

This vpn I'm posting is good,free to use and safe either but you can subcribe to premuim account if you want to. Go to google, type  CYBERGHOST5  and download it,  after downloading, install and connect it. That's it...

What source code?the download link for open vpn client is official link of open vpn.and it safe.now for vpn itself it is from express vpn server and its premium you can check that from google.by the way i dont advertise express vpn.but thanks for this vpn i got by pass restriction on my country.thats why i share it here for free.

For what does it do vpn.

If you're referring do what vpn is use for. It use to surf the internet without using exposing your IP address and some vpn have different set geo location which make it more easy to switch browser location.
