Got scammed 39$ from a member - need help

not sure where to post but i think posting here is fine
So i find this guy that is selling reloadable debit cards and iban so i contact him  and he says to send the funds as Friends and Family via PayPal. He said he would give me for 35$ if I did Friends and Family and 39$ if its Goods and services. I choose goods and services. after sending the funds he says he got $34 and wants to refund me. he says there is a error, so he tells me to dispute the transaction. He then says that to close the dispute so he can send the money back.

I have not closed the dispute as I know once it is closed and he scams me , i cannot dispute once more. What shall I do ? PayPal says that if by 16 Oct he does not respond to the dispute, paypal will help.

No, he was selling a reloadable card and iban attached to it. the post was on 15 Nov. After i paid he goes offline and says to wait for paypal to refund me...

There isn't much you could do at this point unfortunately. If he don't deliver what he promised , you should explain the situation to PayPal and you should win the dispute without issues . Next time , use Bitcoin with escrow , that way you can't get scammed.

Post more informations about him. Did you find this guy here on BitcoinTalk Forum?

Can you post his account name? Any prints, etc... If yes, his account can be negatived here and everybody will know he is a scammer.
