Hello I am looking to buy $20 BTC via PayPal. I am willing to send the payment as friends and family or however you want due to me being a newcomer.
I need to buy the BTC to donate to a forum.

And there are quite a few people here selling btc to even newbies for paypal, but the fees are outrageous so if you can handle the fees just check the first and second page I am sure you will get someone to do this for you, if the user doesn't have any trade history always get an escrow.

Paypal is a reversible payment method and bitcoin is a non-reversible payment method.

You need to offer another payment method to find a seller.

trading from paypal to bitcoin is such a fragile move coz paypal has a dispute option or else your a trusted member no doubts.
