You asked for "virtual" card (you receive card info in email and not shipped to your house) , they generated random information's for me and you could do the same . As long as you don't reach the card limits , you won't need to verify it using your real information's (ID or passport) .

Unfortunatly, Algeria is in UQUID's list of restricted countries.

I am also using cryptopay physical debit card and it is working smoothly even with paypal. I am also using cryptopay physical debit card and it is working smoothly even with paypal. (I was gonna suggest cryptopay but yeah, Algeria isn't on the list of their accepted countries,
  but do try to contact them as well maybe they can accept Algeria for virtual.)

Where would you use it? If it's for online payments only, you can go for virtual debit cards, and as far as I know, you can use them without any problems. I'm not sure for Algeria but what I've been doing is using the virtual cards behind Paypal, as this would usually bypass country restrictions when buying something online.

But most probably you'll have a hard time finding a working one considering you're from Algeria.

I need a Virtual card, unfortunatly, Algeria is not accepted ,
Maybe there is no solution apart making a fake account. I think my country is in Visa-MasterCard's blacklist...

I started using their services in the early days , when they started their company. I asked them If they support Algeria, they said they don't but they hinted for me to use fake information's.
I can't remember for sure since It happens a year ago or something , but I guess I used Fakenamegenerator.com and made an account with that info, the name is "Henri" so I suppose I'm from France or something (when I choosed the country) . (PayPal name & E-coin name doesn't match but It's linked and I can withdraw without problems as I said earlier)
