I am looking for a VPN, this is all I'm looking for:
1) A lot of different IPs, it does not matter which country they are from, they should all be following requirement 2, which is 2) Good speed. Good speed means a decent ping. A good comparison would be the TOR Network. It's so slow, I don't want that kind of speed. 3) Should be within my budget, pretend I'm a broke high school kid
A bonus would be the ability to have multiple VPN sessions per Firefox Multi fox session (Not sure if this is possible, just throwing it out there)

Long time since I was a broke high school student... wait I never was; I always had a job. Anyway, Private Internet Access is $39.95 for an entire year and you can pay with Bitcoin. By the way, they have an affiliate program (I'm not a fan of those and that is not an affiliate link) that could earn you back the cost if you could convince 3 other people to sign up.

Yes, not possible to have different IP address per browser session. VPN works for changing IP address for your system, (different browsers and its sessions will have one changed IP address). To have different browser wise multiple session, you need to go for proxy services with browser add-on. earthvpn and octanevpn are other cheaper (compared to PIA) yet quality VPN services.

I have some VPN here that not in use you can PM me for details.It has a lot of server and different IP's but for browser that use multiple IP per session I think you need some proxy for that or SSH and Socks.

I've used PIA before and can definitely recommend it. I remember getting a reddit deal for something like 10-15% extra off, and then getting another discount offer when I didn't renew after my subscription ended. Not as far as I know. But I do know that they satisfy the three conditions you asked for. They have a huge list of IPs (I've used it to troll a friends IRC chatroom after getting IP banned like a dozen times) and are really fast: it is generally as fast as my connection without a VPN.

Mullvad is really good honestly; also they keep no record of your information so if they were ever summoned to give up information they have none. Additionally you don't log in for it or sign up, you get an account number and a btc deposit address for your account number (keep this information).
Has several countries and you can swap ip's or use ipv6; and relay speeds I've seen there do about 90 mbps out of 100 mbps.

Oh lol I could have swore most VPNs complied with regulations, and a burner email could still be traced if someone really wanted to find you. Happened to a friend of mine during the sr1 crackdown.
