There is no control panel but I can request balance for you for extra 1$.
You can use it for paypal or where ever online and offline if you order plastic card.

Cards issuer is Worldpay, Gibraltar, UK.
They has bank accounts in different banks up to country. For example if you want to top up your card from your German bank account you pay to Deutsche Hanselsbank, if you pay from Australia, you pay to St. Georgia Bank etc.
