Just now checked the address and all incoming address and their transaction are not able to decode but still they got confirmation not able to understand whether it is wallet address problem or something else.

Neither person has such an address in the sense that they have the private keys used to spend any funds sent to the address. It's trivial to create any address (except for the last few characters and the first). It's trivial to send funds to such an address (poorly programmed wallets sometimes do so). It's not trivial to create a private key with an arbitrary address (hence vanitygen, which can "choose" a few characters in an address along with a private key, but not these addresses).

If a major charity organization launch a campaign for say, Cancer and they type the donation address incorrectly in a advertisement or on their webpage and then millions of dollars goes into the wrong address, before they notice it. We see human errors every day with data capturing or typing, so it is not impossible that this might happen in the future.

Whoever created the address like this can never spend the funds send there, because they dont have the private key.

Addresses have a checksum mechanism built-in, so this is not really a possibility. Try sending to 1111111111111111111114oLvT 3 (instead of …2) and see for yourself. Only one in 4 billion typos results in a technically-correct-yet-wrong address.
