I want to be able to first chose the hardware like MB/RAM/CPU/GPU/HDD with installed preferred operating system, and I open my browser here at home then enter a link or sign in somewhere and my system being at my disposal to download and run and install whatever I want though with high internet speed and even shutting down, restarting or turning on all by me.

Where can I find and pay for it by bitcoin?

It sounds like you're looking for a remote system you can access from elsewhere.  You can either have dedicated hardware, or you can use a VPS.  A VPS provider that directly takes BTC is vultr.com.

A centralized system that already got hacked at least once? Smart idea. Besides, from what I can tell, this is not what OP is looking for.

So I take it you're interested in renting out a VPS? A simple Google search will find you plenty of recommendations for this.

like people said vps hosting is suitable for you, as for me i used google cloud service it's pretty cool for my daily activity like upload and download and running some applications 24/7 , however they're not accepted bitcoin as payment method, you can try vultr since they accept bitcoin,i don't try their service before or maybe you can google it so you can choose which vps is best for you.
Though i recommend you to try google cloud service.

Vps and cloud services are more focused on running websites, servers, forums, mail hosting and file sharing and pretty much they are the cloud service.

What I want is to have a desktop computer and for my case when I open my account I see windows coming up and then I can click on start and run programs and stuff, I already searched google and whole family of them Smiley and didn't find what I want only thing I found was an online site letting me first download and then run software on a browser same as my own browser but it was for only 3 minutes and it couldn't even open a zip file and full of bugs.

If your remote computer is based on linux operating system you can use tightvnc viewer to control your remote linux machine, which i have also used and using for controlling my all VPS. Check them here http://www.tightvnc.com/, you can simply find a guide on how to use this tool in google.

You might want to take a look at the google chrome remote control, you can control any pc that has that extension installed by any android phone.

Need some spare btc for a new PC that can at least run Adobe Dreamweaver.

I'm not sure why a VPS would not be able to do what you want it to do. The only remaining options are dedicated servers, and those are not cheap.
